GhIPSS Hosts UNCDF and Bank of Sierra Leone Delegation on Study Visit.
The Ghana Interbank Payment and Settlement Systems (GhIPSS) has hosted a delegation from the United Nations Capital Development Fund (UNCDF) and the Bank of Sierra Leone on a study visit aimed at learning from Ghana’s experience in implementing interoperable payment platforms and managing a national payments switch.
The visit provided a platform for in-depth engagement on GhIPSS’ operational framework, governance structure, and the evolution of Ghana’s payment systems infrastructure. GhIPSS presented its full service portfolio, outlining when key services were introduced, their performance over time, and the strategies adopted to drive industry-wide adoption and stakeholder buy-in.
In addition to sharing successes, GhIPSS also discussed challenges encountered along its journey and the practical approaches used to address them. These discussions enabled open dialogue on technical, operational, and ecosystem-related considerations essential to building resilient and trusted national payment infrastructure.
The delegation was received by the Chief Executive Officer of GhIPSS, Mrs. Clara B. Arthur, and hosted by the General Manager for Technology and Operations, Mr. Kwadwo Ntim, together with the Acting General Manager for Business Development, Mrs. Akosua Blay.
Participants from Sierra Leone included officials from UNCDF and representatives of the Bank of Sierra Leone working across financial supervision, payment systems, and fintech innovation. GhIPSS was represented by Heads of Information Technology, Operations, Real-Time Payments, Finance, Bulk Payments, Corporate Communications, and Cybersecurity, reflecting the cross-functional collaboration required in managing a national payments system.
The study visit forms part of UNCDF’s ongoing partnership with the Bank of Sierra Leone, which supports initiatives to strengthen financial inclusion, digital financial services, and financial consumer protection.
The collaboration focuses on enhancing regulatory frameworks, improving oversight of digital financial services, and expanding access to safe and inclusive financial services, particularly for women and youth.
GhIPSS values opportunities for regional knowledge exchange and remains committed to supporting secure, interoperable, and inclusive payment systems across Africa through collaboration, capacity building, and shared learning.
