GhIPSS Announces Vendor Onboarding for Inclusion in Approved Vendors Database

Accra, Ghana – March 2026

Ghana Interbank Payment and Settlement Systems (GhIPSS), operating under the mandate of the Bank of Ghana and in accordance with the Payment Systems and Services Act, 2019 (Act 987), invites reputable, compliant, and technically capable vendors to register for inclusion in its Approved Vendors Database.

This onboarding exercise supports GhIPSS’ commitment to transparent procurement, strong corporate governance, and the delivery of secure and resilient national payment infrastructure. Vendors offering goods, technical services, works, technology solutions, consultancy, and other support services aligned with GhIPSS’ operational needs are encouraged to apply. Existing vendors are also strongly encouraged to reapply so their information, compliance documentation, and service categories remain current and fully captured in the updated database.

Eligibility Requirements

Prospective vendors are required to submit the following documentation, where applicable:

  1. Legal Status and Corporate Compliance
    • Certificate of Incorporation and Forms 3 & 4 / Company Profile in accordance with the Companies Act, 2019 (Act 992).
    • Any relevant regulatory licences demonstrating valid legal standing.
  2. Financial Capacity
    • Audited financial statements for the last two years, demonstrating financial stability and capacity to deliver.
  3. Tax Compliance
    • A valid Tax Clearance Certificate issued by the Ghana Revenue Authority.
  4. Cybersecurity Posture

    Applicable to all Cybersecurity Service Providers (CSPs), Cybersecurity Professionals (CPs), and Cybersecurity Establishments engaged in any GhIPSS cybersecurity-related project:

    • Corporate Licensing / Institutional Accreditation: CSPs must hold a valid licence issued by the Cyber Security Authority (CSA) or be formally accredited as a registered Cybersecurity Establishment.
    • Professional Accreditation of Assigned Personnel: All CPs assigned to GhIPSS engagements must hold valid individual accreditation issued by the CSA and maintain such accreditation throughout the project lifecycle.
    • OEM Partnership and Technical Capability Disclosures: Vendors proposing devices or solutions from a specific Original Equipment Manufacturer (OEM) must disclose their partnership level and current status with the OEM, including the number, certification level, and specialization areas of certified engineers assigned to the solution.
    • Equipment Certifications: Evidence that all equipment, components, and systems supplied comply with recognized international and/or local standards such as ISO, IEC, IEEE, or other relevant certifications.
    • Approved Brands and Manufacturer Authorization: Proof of authorized dealership, distributorship, or evidence of partnership with the manufacturer where specific brands are proposed.
    • Technical Capacity and Engineering Competence: Proof of qualified technical personnel, relevant professional certifications, engineering licences, and memberships in recognized professional bodies such as the Ghana Institution of Engineers.
    • After-Sales Support and Warranty: Evidence of local technical support capability, availability of spare parts, service-level commitments, and manufacturer-backed warranty provisions.
  5. ESG Disclosures
    • Environmental, Social, and Governance commitments or reports that reflect responsible business practices aligned with GhIPSS’ sustainability objectives.

Data Protection and Confidentiality

In accordance with the Data Protection Act, 2012 (Act 843), all vendors must demonstrate the ability to handle personal data lawfully, securely, and responsibly. Vendors may also be required to sign additional confidentiality or data processing agreements where applicable.

Electronic Submission Requirements

Submissions made electronically must comply with the Electronic Transactions Act, 2008 (Act 772). Vendors are responsible for ensuring the authenticity, integrity, and security of all electronic documents submitted.

Mrs. Clara B. Arthur Appointed Chief Executive Officer of Ghana Interbank Payment and Settlement Systems Limited (GhIPSS)

Accra, Ghana – August 5, 2025

Clara B. Arthur The Board of the Ghana Interbank Payment and Settlement Systems Limited (GhIPSS), a subsidiary of the Bank of Ghana, is pleased to announce the appointment of Mrs. Clara B. Arthur as Chief Executive Officer (CEO) of GhIPSS, effective 1st September 2025.

Mrs. Arthur brings a wealth of experience in the financial services and technology industry, with a proven track record of leadership, innovation, and driving growth. Prior to joining GhIPSS, she held leadership positions at Fidelity Bank Ghana, E Process International S.A (Ecobank Group), and served in private consultancy roles, providing technical guidance and expert advice in IT and payment solutions.

Dr. Johnson Asiama, Governor of the Bank of Ghana and Board Chairman of GhIPSS, stated: “We are confident that Mrs. Arthur will bring a fresh perspective and strategic vision to GhIPSS, and will help lead the institution into the next phase of growth and success.”

Commenting on her appointment, Mrs. Arthur said: “I am honoured to step into this role at this pivotal time. ARCHIE HESSE BOWS OUT AS CEO OF GHANA INTERBANK PAYMENT AND SETTLEMENT SYSTEMS (GhIPSS)

July 1, 2025 - Accra, Ghana

The Board and Management of Ghana Interbank Payment and Settlement Systems Limited (GhIPSS) today announced the retirement of Mr. Archie Hesse as Chief Executive Officer, effective July 1, 2025, after nearly two decades of transformative leadership in Ghana's financial sector.

Mr. Hesse joined GhIPSS in 2007 as General Manager in charge of Projects and Business Development. During his tenure, he spearheaded the implementation of foundational systems that shaped Ghana's modern payment landscape, including:

  • The National Biometric Smart Card Banking and Payment System (e-zwich)
  • The Cheque Codeline Clearing (CCC) System and Ghana Automated Clearing House (GACH)
  • The National Switching and Processing System (gh-link)

Landmark Achievements

A landmark achievement was the 2015 launch of GhIPSS Instant Pay (GIP), which revolutionized interbank payments and enabled Ghana's groundbreaking mobile money interoperability in 2018. Most recently, he championed GhanaPay, a shared bank-wide mobile money platform supporting financial inclusion.

Under Mr. Hesse's leadership, GhIPSS evolved from a subvented entity to a self-sustaining institution while maintaining its role as critical national financial infrastructure.

The Board has appointed Mr. Kwadwo Ntim, General Manager for Operations and Technology, as Acting CEO.
