Chief Executive Officer
Clara B. Arthur is the Chief Executive Officer of Ghana Interbank Payment and Settlement Systems (GhIPSS). She brings over 20 years of experience across banking, fintech, and national payment infrastructure. As CEO, she leads Ghanaʼs national payment system infrastructure, overseeing initiatives that strengthen interoperability, expand digital payment adoption, and advance financial inclusion. Prior to her appointment as CEO, she worked as a digital financial services consultant with global development institutions, including CGAP and the United Nations Capital Development Fund (UNCDF), advising on payment market infrastructure, regulatory frameworks, and remittance-linked inclusion strategies.
Clara previously served as General Manager for Projects and Business Development at GhIPSS from 2015 to 2019. In that role, she led the implementation of key national payment initiatives, including GhIPSS Instant Pay (GIP), the gh-link domestic card scheme EMV migration, Ghanaʼs mobile money interoperability platform and the expansion of the e-zwich agent network. Earlier in her career, she held senior leadership positions at Fidelity Bank Ghana and at eProcess International, the technology subsidiary of Ecobank Group, where she led digital banking projects, card system deployments, and regional switch integrations across multiple African markets.
Clara holds an MSc in Finance and Administration from the University of West London (UK) and a BA in Law and History from Kwame Nkrumah University of Science and Technology (Ghana). She has been recognized among the Top 100 Women in Fintech in Africa.

Emmanuel Kwabena Owusu is an accomplished Chief Technology and Information Officer with more than 17 years of leadership experience across telecoms, digital infrastructure, and mission-critical platforms in West Africa. He currently serves as Chief Technology and Information Officer at GhIPSS, where he brings deep executive experience in technology strategy, platform resilience, cybersecurity, and large-scale infrastructure transformation. Throughout his career, he has consistently translated complex technology priorities into reliable, secure, and business-aligned outcomes.
Over the course of his career, Emmanuel has led major transformation programs spanning nationwide network integration, 4G expansion, and 5G readiness. He played a key role in the post-merger integration of Airtel and Tigo networks, as well as strategic infrastructure-sharing arrangements that expanded coverage while optimizing capital expenditure. His leadership has also supported national digital development, including the GOVNET project, which delivered secure connectivity to more than 960 government institutions across Ghana.
Emmanuel served as a Governing Board Member of the Ghana Investment Fund for Electronic Communications (GIFEC), where he contributed to policy oversight, infrastructure governance, and digital inclusion initiatives. He is known for operating effectively at the intersection of technology, regulation, and public-sector collaboration.
Emmanuel brings deep expertise in systems reliability, cybersecurity, network modernization, cloud and data platforms, and regulatory engagement. He has held senior technical and leadership roles at AirtelTigo, Tigo, Vodafone, Huawei, and Ericsson, and is recognized for combining technical depth with strong commercial and strategic judgment.
He holds an MBA from the University of Suffolk (UK), a Bachelor of Science in Electrical and Electronic Engineering from Kwame Nkrumah University of Science and Technology (KNUST) and is a certified Project Management Professional (PMP). In 2025, he was recognized by the Africa Tech Festival as one of the 12 most influential figures shaping Africa’s telecom industry.

Kwadwo is an astute IT Leader and Management Professional with a background in payments built on nearly 30+ years of systems design and development, deployment, project leadership, operations and Governance, Risk and Compliance (GRC).
Beginning in the conventional Information Technology services space, a yearning for the application of technology solutions to real world problems and innovation led him first to Systems Design, Development and Implementation (with Masai Computers Limited -IBM Partners), Technology Strategy Consulting and Governance (with KPMG), Operations, Risk Management, and Program Management (with Société General Bank) all the while delivering best-in-class and leading-edge Technology Solutions for organizations and clients in various industries across West, Central and Southern Africa and North America.
Kwadwo joined GhIPSS in 2007 (since inception), and has been responsible for the setup of the Information Technology organization and Operations functions and has been instrumental in steering the organization through the delivery of the various service solutions including the following;

Since 2012, he has led the development and evolution of the organization’s technology strategy ensuring consistent delivery of cutting-edge services whilst remaining aligned to the market’s needs.
He currently serves on the Standards, Automation and Technology Working (SATW) Group of the Payment Systems Advisory Council (PSAC) an advisory group to the Bank of Ghana on the issues relating to electronic payment technologies and evolutions as well as on Steering Committees of all technology partnerships of business.
Kwadwo continues to work to develop and evolve the operations and infrastructure into a world-class standard as well as ensuring continued and consistent compliance with industry and regulatory requirements.
He also devotes a significant part of his time to mentoring and developing talent in the areas of Information Technology from IT Infrastructure Design and Operation, through Information Security, Business Process Re-engineering, to Secure Solution Design and Implementation amongst several others.
He is a product of the University of Science and Technology Computer Science programme and holds several professional and industry certifications from Microsoft, Oracle, the Information Systems Audit and Control Association, ISACA and Strategic Management at the George Washington University (GWU).

Eunice Amewu Nyadu is a senior finance and strategy executive with over 25 years of cross-sector leadership experience spanning payment systems, manufacturing, audit, fintech, mining, and advertising. She brings a disciplined, systems-driven approach to financial stewardship, enterprise performance, and institutional growth.
A Fellow of the Association of Chartered Certified Accountants (FCCA, UK), MBA graduate of the University of Hull Business School, Balanced Scorecard Master Professional (George Washington University), and ISO 27001 Lead Auditor, Eunice combines strong financial governance with structured performance management and risk oversight.
She previously served as the first Head of Finance, Strategy and Procurement at Ghana Interbank Payment and Settlement Systems (GhIPSS), where she established the institution’s core finance, procurement, human resource, and administrative systems during its foundational phase. Her leadership contributed to embedding performance frameworks and financial discipline within a growing national payments infrastructure.
Beyond GhIPSS, she has served as Chief Finance Officer and Group Head of Strategy and Business Development within diversified corporate environments, leading enterprise-wide strategy execution, financial modelling, capital planning, and risk management. Her work consistently aligns financial systems with strategic objectives, translating business vision into measurable outcomes.
Eunice is recognised for strengthening institutional performance through structured governance, clear accountability frameworks, and sustainable financial management. She also serves as an Independent Non-Executive Director in the fintech sector, contributing board-level oversight in strategy and finance.
As Chief Finance Officer of GhIPSS, she brings institutional memory, multi-sector exposure, and executive-level financial leadership to support the organisation’s continued growth and operational resilience.

Akosua Blay is the Chief Business Officer at Ghana Interbank Payment and Settlement Systems Limited (GhIPSS), where she provides strategic leadership for business development and project execution across the organisation.
She is a seasoned financial services and payments executive with over 30 years of professional experience, including 18 years in the payment systems sector. She brings expertise in business development, stakeholder engagement, and the delivery of national payment solutions.
Akosua joined GhIPSS in 2008 and has since played a pivotal role in the growth and adoption of digital payment services in Ghana. Over the years, she has held several leadership roles across the organisation, including Head of Clearing, Head of Relationship Management, Head of Real-Time Payments, and most recently, Head of Cards and Verified Payments.
She has been instrumental in the rollout and expansion of key national payment systems, including e-zwich, Automated Clearing House (ACH) Direct Credit and Debit, Mobile Money Interoperability (MMI), and GhQR. She also led efforts to support banks in migrating from manual clearing processes to the Cheque Codeline Clearing System, contributing to improved efficiency across the banking sector.
Her leadership in relationship management strengthened engagement with financial institutions and ensured effective communication of GhIPSS’ products and services at executive levels across the industry.
Prior to joining GhIPSS, she served as the first Treasurer of Guaranty Trust Bank Ghana Limited and held earlier roles at CDH Financial Holdings, where she built her foundation in treasury operations and financial markets.
Akosua holds a Bachelor of Science in Business Administration (Banking and Finance) and an Executive MBA (Finance), both from the University of Ghana Business School. She is a professional member of the Chartered Institute of Bankers, Ghana.

Juliet Ackah-Nyamike is a banking and payments operations executive with over 20 years of progressive leadership experience across digital payments, transactional banking, card systems management, and financial services operations.
She holds a Master of Science in Information Systems Management from the University of Salford, Manchester, and a Bachelor of Arts degree from the University of Ghana. She has completed executive development programmes at The Wharton School of the University of Pennsylvania and Visa Business School. She is an Associate Member of the Chartered Institute of Bankers, Ghana, and the Chartered Institute of Marketing (UK).
Prior to her current role, Juliet served in several senior leadership positions at Access Bank (Ghana) Plc, where she led key operational and business functions across digital banking, e-business operations, transactional services, and card and fintech partnerships. Her responsibilities included oversight of card operations, ATM and electronic banking services, settlement and reconciliation processes, and digital channel performance across high-volume transaction environments.
In her leadership of Card Payments and Fintech Partnerships, she managed strategic relationships with card schemes, fintech organisations, and technology service providers, supporting payment solution integration, regulatory compliance alignment, and digital service expansion. She also contributed to industry committees engaged in regulatory policy discussions and ecosystem standards within Ghana’s payments landscape.
Her career reflects sustained experience in operational governance, service delivery optimisation, settlement management, and cross-functional team leadership within regulated financial institutions.

Mary Dei Sarpong is a visionary financial technology leader with over 20 years of experience in the financial services industry. She has been at the forefront of advancing financial inclusion and digital literacy in Ghana, successfully leading initiatives such as LEAP, LIPW, and GSFP to provide underserved communities with access to essential financial services.
Her leadership was instrumental in the adoption of e-zwich, Ghana’s first biometric payment platform, which expanded access, enhanced financial literacy, and integrated digital payments into government systems.
She currently leads Shared Services at GhIPSS, where she oversees critical support functions that drive operational efficiency and service delivery across the organization. In this role, Mary focuses on strengthening internal systems, enhancing customer support, and enabling seamless execution across the national payments ecosystem.
Previously, she led Partnerships and Bulk Payments at GhIPSS, where she championed initiatives to improve clearing processes, enhance customer experience, and strengthen service delivery across high volume payment systems.

Ebow Nyamekye Allen-Koufie is a seasoned HR professional with over 15 years of expertise in key HR functions, including HR Business Partnering, Talent Management, Performance Management, Employee Engagement, HR Governance, and Rewards Management.
As a strategic HR practitioner, Ebow translates organisational objectives into actionable people strategies. He ensures that organisations attract and retain top talent and foster a working environment where employees can thrive and perform at their best.
Ebow has been instrumental in developing, coordinating, and executing various people strategies and HR projects, such as change management, leadership development, rewards management, and workforce transformation.
With a background in grooming talent for the banking sector at ProCredit Savings and Loans, and holding various roles at the erstwhile UT Bank, Republic Bank PLC, CalBank PLC, and Deloitte, Ebow brings extensive experience to his role.

A pioneering member of GhIPSS, Kwaku Tettey has contributed in diverse capacities since the company's inception. Before leading the Real-Time Payments (RTP) business portfolio, he managed portfolios encompassing marketing communications and corporate affairs, Enterprise Intelligence and Research, and spearheaded the development of key infrastructure projects. These include the gh-link network and card scheme, Instant Payments (GhIPSS Instant Pay – GIP / Mobile Money Interoperability - MMI), and GhanaPay Mobile Money. Kwaku brings a wealth of experience in sales, marketing communications and project management, coupled with a strong passion for payment systems.

Mr Adomakoh is a Chartered Accountant with over 20years of progressively responsible work experience in areas including Financial Control, Regulatory Reporting, Credit Control, Performance Management, Taxation, Market Risk Monitoring, Financial Reporting, Management Accounting, Business Partnering, Business Analytics, Operational Risk, Corporate Strategy among others. He joined GhIPSS from UT Bank where he was the Financial Controller.
Prior to joining the Bank, he was the European Accountant with The Warranty Group, London where he spearheaded a project to streamline the accounting processes of the group across Europe.
Mr Adomakoh worked as a Team Leader with the Rank Group (UK), for 5 years leading the Audit and Control of the retail segment. He also worked as an Accountant with Newman Nede & Co, a practicing firm of Chartered Accountants in the UK.
He was a part time Lecturer in Business Strategy at the London Guildhall College, London. His research work includes “The Correlation between Good Corporate Governance and a Firm’s Performance in the UK” using the London FTSE 100 companies. Mr. Adomakoh has facilitated in a series of tailor-made training programmes for companies in different industries and held many strategy sessions for top executives.
Mr Adomakoh holds a BSc in Business Administration (Accounting) degree from the University of Ghana, an LLB degree from GIMPA with first class honors, LLM in Corporate and Commercial Law from University of Ghana, an MBA in Finance from the University of Leicester (UK).
He is a Fellow of the Association of Chartered Certified Accountants (UK) and a member of the Institute of Chartered Accountants (Ghana) and a member of the Ghana Bar Association.

Frederick’s career has spanned several leadership roles where he successfully led cross-functional teams to implement complex systems, streamline operations, and enhance service delivery. At GhIPSS, Frederick heads the Operations Technology team, overseeing critical infrastructure, platform stability, and process optimisation for seamless payment services. He holds a BSc (Hons) in Mechanical Engineering from Kwame Nkrumah University of Science and Technology (KNUST) and an MBA in Marketing from the University of Ghana Business School. Kofi Opoku is an accomplished Information Technology professional with over 15 years of experience leading the design, implementation, and security of enterprise IT systems across both on-premise data centers and multi-cloud platforms including AWS, Azure, Oracle, IBM, and private cloud environments. His career has been built around core competencies in cybersecurity architecture, incident response, data protection, compliance, and risk management, grounded in globally recognized standards such as PCI DSS, ISO 27001, ISO 27701, and ISO 22301. Kofi has a proven track record of enhancing security postures while aligning IT operations with business goals.
As Head of Information Technology at GhIPSS, he plays a critical role in shaping the organization’s IT and cybersecurity strategies. He oversees key technology infrastructure including the National Switch and Disaster Recovery systems, supervises external integrations using ISO 8583 protocols, and ensures regulatory compliance and operational resilience. Kofi also leads the automation of internal processes, supports mission-critical technology projects, and drives innovation that positions GhIPSS competitively within Ghana’s evolving payments ecosystem.
Kofi’s academic background includes a degree in Electrical and Electronic Engineering from KNUST and ongoing studies in Computer Science at York University. He holds certifications such as CISM, CCNP Routing and Switching, CCNA Security, and CompTIA Security+, reinforcing his technical depth and leadership in network security and enterprise IT. Known for his strategic thinking and strong analytical abilities, Kofi is a trusted technology advisor committed to advancing digital transformation and secure financial infrastructure.

Eunice Asantewaa Ankomah is a senior communications executive with over a decade of experience shaping strategic communications within the digital finance and national payments infrastructure landscape. She has played a leading role in embedding communications as a strategic function within Ghana’s fintech and payments ecosystem.
She currently serves as Head of Brand & Communications at GhIPSS. Since first joining the organisation in 2014, she has been instrumental in building the Communications function, aligning it with GhIPSS’ national infrastructure mandate and establishing the organisation’s digital presence to expand its global visibility.
She has led strategic positioning and high-level stakeholder engagement for Ghana’s core electronic payment systems, including the GhIPSS Instant Payment service, Mobile Money Interoperability, ACH near real-time Bulk Payments, GhanaPay Mobile Money, GhQR and National Clearing House services. Her work has strengthened stakeholder confidence, enhanced digital literacy and supported increased adoption of digital payment services across Ghana, including e-zwich for social impact disbursements.
After gaining international experience with AfricaNenda Foundation and the Digital Frontiers Institute, contributing to pan-African initiatives on inclusive instant payments and digital finance capacity-building, she returned to GhIPSS in 2025 to further advance its strategic positioning.
In 2024, she led the GhIPSS Communications team to win the Fintech Communications Team Award at the National Communications Awards and received the Industry Spotlight Award in Corporate Communications.
Eunice is a CIPR-accredited Public Relations Practitioner, Certified Digital Finance and Inclusive Instant Payment Practitioner, and a Gender Changemaker. She holds an MPhil in Communications and Media Studies and a BA in English, with additional certifications in branding, ESG, CSR, Artificial Intelligence and crisis communication. She is an event speaker, moderator, columnist and member of the CIPR International Committee.

Elsie Eyram Adiku is a seasoned payments and business development executive with over 13 years of experience spanning marketing, client engagement, and financial services within Ghana’s evolving payments ecosystem.
She currently serves as Head of the Bulk Payments Unit at Ghana Interbank Payment and Settlement Systems Ltd (GhIPSS), where she provides strategic leadership for bulk payment operations. In this role, she drives transaction growth, strengthens partnerships across banks and ensures the efficiency and reliability of Ghana’s Clearing House operations—supporting the broader objective of a seamless and interoperable financial ecosystem.
Elsie Adiku has built her career within GhIPSS, previously serving as Business Development Officer in the Bulk Payments Unit and as Client Service Executive, where she played a key role in stakeholder engagement and service delivery. Her experience combines deep operational knowledge with a strong commercial orientation, enabling her to align infrastructure capabilities with market needs.
She holds a Master of Business Administration (MBA) in Marketing and is a Chartered Marketer and full member of the Chartered Institute of Marketing, Ghana. She is also a member of the Project Management Institute (PMI), reflecting her commitment to global best practices in project execution and professional excellence
Abdul-Rahim Kunge

Abdul-Rahim Kunge is a technology and engineering leader with over 12 years of experience in software engineering, digital platforms, and financial technology systems. He currently serves as Head of Applications & Software Engineering at GhIPSS, where he leads the development and support of secure, scalable, and high-availability national payment and interoperability systems that enable efficient financial transactions across Ghana’s banking and fintech ecosystem.
In this role, he provides leadership for enterprise application development and software engineering, with responsibility for ensuring system reliability, security, governance, and continuous enhancement of critical payment infrastructure and services.
Prior to joining GhIPSS, he worked with eProcess International S.A. (Ecobank Group), where he led mobile and digital banking engineering initiatives across multiple markets. He contributed to the development and enhancement of mobile banking platforms, enterprise applications, and integration services supporting large-scale digital financial operations.
His professional experience spans software engineering leadership, enterprise architecture, DevSecOps, API ecosystems, microservices, and cloud-native platforms. He has strong expertise in delivering mission-critical financial systems with a focus on performance, security, scalability, and operational excellence.
Abdul-Rahim holds a Bachelor of Science degree in Information Technology from the University of Education, Winneba and is currently pursuing an MSc in Information Security and Digital Forensics at the University of East London.
