About 23 banks, four third party companies as well as a savings and loans company are now offering the GhIPSS Instant Pay (GIP) service to the public. The GIP is an electronic payment system that allow bank customers to transfer funds from one account to another of a different bank in a matter of seconds.

GhIPSS Instant Pay is the fastest interbank payment system and it also offers the public one of the fastest ways to send or transfer money within the country. The Chief Executive of GhIPSS Archie Hesse explained that besides the use of GIP for interbank transfers, banks and Fintech companies could use it to develop several other value-added services.

“A lot of online transactions are taking place in Ghana, some with online payments others without. Fintech companies can enter that space and use GIP to provide real time payment solutions,” Mr Hesse said.

He said GhIPSS would continue to engage with stakeholders to drive patronage for GIP.

The introduction of GIP started slowly with just a handful of banks offering the service. But due to its numerous advantages, all the key banks in addition to firms providing electronic financial services are on board offering it.

GhIPSS Instant Pay and mobile money have been tipped as the two electronic payment platforms that can rapidly deepen financial inclusion in the country and also reduce the use of cash.

Countries such as Nigeria are witnessing a significant drop in the use of cash because of similar payment options and it is anticipated that Ghana will experience a similar trend.

Currently, the Ghana Interbank Payment and Settlement Systems (GhIPSS), is working jointly with the banks to educate the public and encourage them to use the GIP service. The Third Party Companies are: Etranzact, ExpressPay, ATL Pay and MoneyLine UK.

The only savings and loans company providing the service is First Allied Savings and Loans company. All the country’s major banks including Standard Chartered Bank, GCB Bank, Barclays Bank, Ecobank, Agriculture Development Bank, Universal Merchant Bank and HFC bank are offering the service.

The rest are Zenith Bank, Stanbic Bank, National Investment Bank, Cal bank, Energy Bank, Royal Bank, Guaranty Trust Bank, and First National Bank. Other banks such as Capital Bank, Prudential Bank, United Bank of Africa, Access Bank and Heritage Bank are also offering GIP.

Early entrants, Sovereign Bank and Premium Bank are also in the league of financial institutions offering it. According to Mr Hesse the rest of the banks are at various stages of preparedness to also start offering the service.

Mr Hesse said GhIPSS Instant Pay is extremely convenient and encouraged the banking public to ask for the service from their banks.

More Merchants Needed to Deploy POSes--GhIPSSThe Chief Executive Officer of the Ghana Interbank and Payment System (GhIPSS) Mr Archie Hesse said concerted effort was required to increase the number of point of sales (POS) and other electronic payment channels throughout the country.
He said the State, stakeholder institutions and business owners must work together to ensure effective deployment of POSes and other devices that accept electronic payments.

Electronic payment cards, internet banking and mobile money have created a huge volume of electronic payments but the CEO of GhIPSS noted that most of the transactions on these channels still end up in cash.
'A lot of us have debit and even credit cards in Ghana as well as mobile money wallets but most of us go and take cash from the ATMs and our mobile money wallet,' Mr Hesse said, adding that the practice defeats the real purpose of electronic payments and must be changed.

The GhIPSS Boss catalogues a number of steps that must be taken to reverse the trend, saying as a first step POSes and various apps that would enable people make payments with cards and mobile money must be sufficiently deployed.
He said GhIPSS would partner with stakeholders to champion the cause of deploying more electronic payment outlets.
He also said banks in partnership with merchants could introduce incentive packages for people who pay with cards or mobile money to encourage their users.

He intimated that there might be the need for policies to incentivize electronic payments and discourage cash and added that GhIPSS will work closely with stakeholders to explore those options.
Meanwhile, business owners are also asking for tax waivers on POSes and other devices for electronic payments, so that they could acquire and deploy more of them.

They argued that such waivers will not only enable them to acquire more of such devices but it will also make it easier for them to institute incentives for those who use them.

Experts have said the use of electronic payments was efficient and cheaper compared to the handling of cash by merchants.
They have also indicated that business owners were likely to make more sales when they have these devices because shoppers were able to spend more than they would if they were using cash. These merits, they say made the acquisition and deployment of the electronic payment devices by shop owners a profitable venture.
